Smirtiukov, Mikhail Sergeevich 

Born Aug. 31 (Sept. 13), 1909, in the village of Govorenki, in what is now Suvorov Raion, Tula Oblast. Soviet state figure. Hero of Socialist Labor (1979). Member of the CPSU since 1940.

The son of a peasant, Smirtiukov graduated from the department of Soviet law at Moscow State University in 1930. He held a series of positions on the staff of the Council of People’s Commissars (renamed the Council of Ministers of the USSR in 1946), serving as a consultant, sector chief, and assistant secretary of the Economics Council. In 1941 he became deputy head of the secretariat. From 1941 to 1945 he also served as assistant commissioner of the State Defense Committee for supply to the Red Army. Smirtiukov became deputy administrative head of operations of the Council of Ministers of the USSR in 1953 and was appointed administrative head of operations in 1964. He was a member of the Central Auditing Commission of the CPSU from 1971 to 1976, when he became a candidate member of the Central Committee of the CPSU. In 1981 he became a member of the Central Committee of the CPSU.

A deputy to the seventh through tenth convocations of the Supreme Soviet of the USSR, Smirtiukov has been awarded three Orders of Lenin, the Order of the October Revolution, four other orders, and various medals.
