Smith, Harold Dewey (1898–1947) public administrator; born in Haven, Kans. A specialist in fiscal management, he directed the Michigan Municipal League (1928–37), serving as state budget director. Powerful director of President Franklin D. Roosevelt's Bureau of the Budget (1939–45), he reviewed all federal spending and legislation, urging wartime anti-inflation measures. He left to head the World Bank (1946–47). |
