Smithies, Arthur (1907–81) economist; born in Hobart, Tasmania, Australia. He was educated in Australia and England before taking his Ph.D. at Harvard (1934). His principal field of expertise was macroeconomics and the U.S. budgetary process. He taught at the University of Michigan (1934–43), served on the U.S. Bureau of the Budget (1943–48), and returned to academia to teach economics at Harvard University (1948).
