South Saint Paul, city (1990 pop. 20,197), Dakota co., SE Minn., a suburb of St. Paul Saint Paul, city (1990 pop. 272,235), state capital and seat of Ramsey co., E Minn., on bluffs along the Mississippi River, contiguous with Minneapolis, forming the Twin Cities metropolitan area; inc. 1854.

Its 75-acre (30-hectare) public livestock market on the banks of the Mississippi is one of the nation's largest. Industry has grown to include the manufacture of parachute safety systems, metal products, and hydrants and valves. There is pork and cowhide processing.
