Statutes of Feb. 19, 1861 

the body of legislative acts that formally abolished serfdom in Russia. The statutes were signed by Emperor Alexander II on Feb. 19, 1861, in St. Petersburg. This legislation included the General Statute Concerning Peasants Leaving Serf Dependence, four Local Statutes, and a number of other statutes, rules, and supplementary rules (seePEASANT REFORM OF 1861).
