Teplov, Nikolai Pavlovich 

Born Feb. 28 (Mar. 12), 1887, in Tula; died June 1, 1942. Participant in the Russian revolutionary movement and the struggle for Soviet power in Samara (now Kuibyshev). Member of the Communist Party from 1904.

A worker and the son of a worker, Teplov took part in the Revolution of 1905–07 and was repeatedly arrested and exiled. After the February Revolution of 1917, he became a member of the executive committee of the Samara soviet. In June he became a member of the provincial committee of the RSDLP(B) and an organizer of the Red Guard. After the October Revolution of 1917, he became chairman of the Samara city executive committee and a member of the provincial committee of the RSDLP(B) and of the provincial executive committee. In 1918, Teplov served as chairman of the Samara city executive committee and was a member of the Council of People’s Commissars of Samara Province and of the local revolutionary committee. During the Civil War of 1918–20, he conducted political work in the Red Army. From 1920 he occupied important posts in a number of soviets and economic institutions. He was a delegate to the Twelfth Congress of the RCP(B) in 1923 and a member of the All-Russian Central Executive Committee.
