Terletskii, Evgenii Petrovich 

Born Mar. 1 (13), 1892, in the village of Lozovyi lar, in what is now Iagotin Raion, Kiev Oblast; died Oct. 22, 1938. Participant in the revolutionary movement and in the struggle for the establishment of Soviet power in the Ukraine. Member of the Communist Party from 1920, with party experience dating from 1919.

The son of a priest, Terletskii graduated from the St. Petersburg Psychoneurological Institute in 1915 and from the Agricultural Institute of the Red Professors in 1932. He joined the Socialist Revolutionary (SR) Party in 1911 and did party work in St. Petersburg and in the Ukraine. After the February Revolution of 1917, Terletskii was a member of the Petrograd soviet. He joined the Left Socialist Revolutionaries (Left SR’s) and was a member of the Central Committee. From April to December 1917, he was first a member and then chairman of the Poltava soviet. In December 1917 and in 1918, he served as people’s secretary of agriculture of the Ukraine. He was also a member of the Ukrainian delegation in the negotiations with Germany at Brest-Litovsk.

In 1918 and 1919, Terletskii was a leader of the partisan movement, the executive secretary of the Left SR’s-Bor’bisty, and a member of the All-Ukrainian Revolutionary Committee. He was people’s commissar of justice of the Ukrainian SSR in the years 1920–22 and a member of the Central Committee of the Communist Party (Bolshevik) of the Ukraine in 1920 and 1921. In 1922 and 1923 Tereletskii served as minister plenipotentiary of the Ukrainian SSR to Latvia, Lithuania, and Estonia. From 1923 he held various responsible soviet and party positions.
