Thirteenth All-Russian Congress of Soviets 

a congress held from Apr. 10 to Apr. 16,1927, in Moscow. There were 1,603 delegates attending—1,088 with voting rights and 515 with consultative rights. Of the delegates, 1,194 were members of the ACP(B), and 409 were nonparty delegates. Workers made up 49.4 percent of the delegates; peasants, 29.1 percent; and other categories, including office employees, 21.5 percent.

The following items were on the agenda: (1) a report on the RSFSR government—A. I. Rykov, reporter; (2) a report by the Supreme Council on the National Economy of the RSFSR on the condition of industry in the RSFSR—S. S. Lobov; (3) a report by the People’s Commissariat of Finance of the RSFSR on the state and local budget—N. A. Miliutin; (4) a report of the People’s Commissariat of Trade of the RSFSR on the condition of foreign and domestic trade and on the reduction of prices—N. B. Eis-mont; (5) a report of the People’s Commissariat of Education of the RSFSR on the general condition of public education in the RSFSR—A. V. Lunacharskii; (6) a report on the amendment of Articles 37, 38, and 47 of the Constitution of the RSFSR—A. S. Kiselev; (7) a report on the transformation of the Kara-Kirghiz Autonomous Oblast into the Kirghiz Autonomous Republic—S. D. Asfendiarov; and (8) a report on the election of members of the All-Russian Central Executive Committee and of the Soviet of Nationalities from the RSFSR—A. S. Kiselev.

The congress unanimously approved the foreign and domestic policies of the RSFSR government. The major issues considered were those pertaining to the economic and cultural development of the RSFSR. The congress took note of the significant gains of industry, transportation, and agriculture; it adopted a resolution on the expansion of industrial reconstruction and charged the government with devising means to upgrade agriculture.

In a resolution based on the report of the People’s Commissariat of Finance, the congress approved the government’s financial policies. After hearing the report of the People’s Commissariat of Trade, the congress set the goal of reducing prices on industrial goods and forcing out private trading. The congress also adopted resolutions on the comprehensive development of public education and on the establishment of the Central Statistical Administration of the RSFSR. By a special act of the congress, the Kara-Kirghiz Autonomous Oblast became the Kirghiz ASSR, in accordance with the resolution approved at the third session of the 12th convocation of the All-Russian Central Executive Committee.

The All-Russian Central Executive Committee elected by the congress consisted of 400 members and 150 candidates. Five members and two candidates from the RSFSR were elected to the Soviet of Nationalities of the Central Executive Committee of the USSR.
