(computer science)
The ratio of the time duration of an event as simulated by an analog computer to the actual time duration of the event in the physical system under study. Also known as time factor.

This marks the 24th leap second to be added to UTC, a uniform time-scale kept by atomic clocks around the world, since 1972.
They say they need to check water piping and assorted infrastructure at the reservoir, but were unable to give a time-scale for this and would not guarantee the reopening.
