Tolubeev, Nikita Pavlovich 

Born Nov. 11, 1922, in Dnepropetrovsk. Soviet party figure and diplomat. Member of the CPSU since 1947.

The son of an office worker, Tolubeev graduated from the Dneprodzerzhinsk Evening Metallurgical Institute in 1951. He served in the Soviet Army from 1941 to 1945 and fought in the Great Patriotic War. From 1946 to 1954 he was engaged in technical and engineering work at the F. E. Dzerzhinskii Dneprodzerzhinsk Metallurgical Plant.

In 1954, Tolubeev turned to party work. Between 1959 and 1964 he held a variety of posts in the Communist Party of the Ukraine. From 1959 to 1963 he served first as second secretary and then as first secretary of the Dnepropetrovsk oblast committee. In 1963 and 1964 he was initially first and then second secretary of the Dnepropetrovsk industrial oblast committee. In 1964 and 1965 he again served as second secretary of the Dnepropetrovsk oblast committee.

From 1968 to 1970, Tolubeev was ambassador extraordinary and plenipotentiary to Cyprus and in 1970 was named to the same post in Cuba. He became a member of the Central Committee of the CPSU in 1961. He was a deputy to the sixth convocation of the Supreme Soviet of the USSR.

Tolubeev has been awarded two orders and various medals.
