Tracy, Benjamin F. (Franklin) (1830–1915) public official; born near Owego, N.Y. He became a brevet brigadier general in the Civil War and was a U.S. attorney for New York (1866–73). As secretary of the navy (1889–93) he instituted administrative reforms and began building a powerful modern navy.
