Ul’ianov, Ivan Ivanovich 

Born Oct. 24,1884, in the village of Grachev Kust, in what is now Pugachev Raion, Saratov Oblast; died Apr. 13, 1946. Participant in the revolutionary movement in Russia. Member of the Communist Party from 1907.

Ul’ianov was the son of a peasant. He engaged in party work in Ural’sk, Saratov, and elsewhere and was arrested several times for his political activities. In July 1917 he became chairman of the soviet of soldiers’ deputies in Kozlov (now Michurinsk). A delegate to the Second All-Russian Congress of Soviets, he was elected to the All-Russian Central Executive Committee. In 1918, Ul’ianov joined the Military Department of the Executive Committee, served as chairman of the committee’s Bureau of Prisoners of War, and was a member of the Central Collegium for the Affairs of Refugees and Prisoners of War. In 1919 he was chairman of the Ural oblast revolutionary committee and of the Pugachev revolutionary committee. He was one of the initiators of the formation of Red Army units from the working cossacks (see V. I. Lenin, Poln. sobr. soch., 5th ed., vol. 50, p. 352).

From 1919 to 1921, Ul’ianov was secretary and a member of the Presidium of the Cossack Department of the All-Russian Central Executive Committee. In February and March 1920, he served as secretary of the All-Russian Congress of Working Cossacks. He helped enlist many cossacks in support of Soviet power. After 1920, Ul’ianov engaged in administrative work.
