Mal’tsev, Viktor Fedorovich 

Born June 22, 1917, in Ekaterinoslav, present-day Dnepropetrovsk. Soviet and party figure, diplomat. Member of the CPSU since 1945. Son of a worker.

Mal’tsev graduated from the Novosibirsk Institute of Railroad Transportation Engineers in 1941. In 1954 he completed studies at the Moscow Academy of Railroad Transportation. From 1954 to 1961, Mal’tsev served as deputy director of the East Siberian Railroad. From 1961 to 1963 and again in 1965, he was secretary of the Irkutsk Oblast committee of the CPSU. From 1963 to 1964 and again in 1966, he was chairman of the Irkutsk Oblast executive committee. From 1967 to 1971 he was the Soviet ambassador extraordinary and plenipotentiary to Sweden. In May 1971, Mal’tsev became ambassador to Finland. He was elected candidate member of the Central Committee of the CPSU at the Twenty-fourth Congress of the CPSU in 1971 and member of the Central Committee at the Twenty-fifth Congress in 1976. He has been awarded four orders and various medals. [15-901-4; updated]
