Titov, Vitalii Nikolaevich 

Born June 24 (July 7), 1907, in the village of Virki, in what is now Belopol’e Raion, Sumy Oblast. Soviet state and party figure. Candidate of technical sciences (1940). Member of the CPSU since 1938.

Titov, the son of a peasant, graduated from the Kharkov Civil Engineering Institute in 1935 and was a worker from 1923 to 1930. He taught and performed party work from 1936 to 1944. Since 1944, Titov has directed party work in the Ukraine. From 1947 to 1950 he was secretary and second secretary of the Kharkov city committee of the Communist Party of the Ukraine, and from 1950 to 1953 he was secretary and second secretary of the party’s Kharkov oblast committee, serving as first secretary from 1953 to 1961.

From 1961 to 1965, Titov was a division director of the Central Committee of the CPSU, and from 1962 to 1965 he was secretary of the Central Committee. From 1965 to 1970 he was second secretary of the Central Committee of the Communist Party of Kazakhstan. Since January 1971, Titov has been first deputy permanent representative of the USSR to the Council for Mutual Economic Assistance.

Titov, a member of the Central Committee of the CPSU since 1956, was a deputy to the fourth through ninth convocations of the Supreme Soviet of the USSR. He has been awarded three Orders of Lenin, the Order of the October Revolution, two other orders, and various medals.
