Electoral Ward

Electoral Ward 

a territorial unit which represents part of an electoral district. In the USSR, electoral wards are created for conveniently conducting elections, distributing and receiving ballots, and counting the votes in the elections to the Soviets of working people’s deputies and to the people’s courts. Electoral wards are formed by the executive committees of the corresponding Soviets of working people’s deputies (municipal, district), based as a rule on the territorial principle, that is, according to the residence of the voter, and on the principle of one electoral ward for every 100–3,000 persons. In the remote northern and eastern regions of the USSR, electoral wards contain smaller populations. Electoral wards are also created in military units, on long-distance passenger trains, on ships en route, and in hospitals, sanitoriums, and maternity homes.
