Just as electricity provision moved from a model of in-house generation to supply by utilities, Carr (a former executive editor of the Harvard Business Review) predicts that the world of information technology is undergoing a "big switch" to a utility- based model in which personal computers will become obsolete in the face of the World Wide Computer.
One of the groups major clients has been the Advanced Research Projects Agency (ARPA), the agency that conceived and built the ARPANET, the World Wide computer network which was the precursor to today's Internet.
