Youlou, Fulbert (y `l ), 1917–72, first president (1960–63) of Congo (Brazzaville). Originally a Roman Catholic priest, he entered politics, founded the country's strongest political party, and in 1956 was elected mayor of Brazzaville. Public reaction to his efforts to create a one-party state, coupled with the nation's economic failures, led to his forced resignation.
