Bell, Terrel (Howard)
(1921– ) educator; born in Lava Hot Springs, Ida. After a career in public school administration he was U.S. Commissioner of Education (1974–76); as U.S. secretary of education (1981–84) he consolidated government programs, established the National Commission on Excellence, and sponsored its study, A Nation at Risk (1983).
