In response to
Cold Start, Pakistan formulated its 'Full Spectrum Deterrence' policy, which, according to the National Command Authority statement of September 2013, maintains that 'Pakistan would not remain oblivious to the evolving security dynamics in South Asia and would maintain a full spectrum deterrence capability to deter all forms of aggression.'
There are tactical and operational challenges in carrying out
Cold Start which has dissuaded the Indian Army to operationalize this doctrine.

Cold Start, but we have a 'proactive strategy' which takes steps in a proactive manner to achieve our objectives".
The idea of
Cold Start Doctrine is based on the notion of pre-emotive strike and calls for rapid deployment of `Integrated Battle Groups`.
