The Conference of Presidents of political groups in the European Parliament has decided not to authorise a hearing of the former Commission chief accountant by the Committee on Budgetary Control. A hearing of Marta Andreasen would have been on the cards if the former accountant, currently facing disciplinary proceedings, had brought forward new evidence to counter allegations made against the Commission (see European Report 2718 for further details).
The controversy has thus far focused on this reform, notably under the impetus of the EPP's Tory faction on the Parliamentary Committee on Budgetary Control. However, in spite of revelation upon revelation, Mrs Andreasen's supporters have never managed to demonstrate that she ever succeeded in uncovering the slightest malfunctioning unknown to the Commission, or worse still, covered by the seal of secrecy.
Interviewed on September 9 by the European Parliament's Committee on Budgetary Control, Neil Kinnock, the European Commission's Vice-President turned out to be a staunch defence of his institution's attitude towards the disciplinary proceedings initiated against the ousted Chief Accountant Marta Andreasen (see European Report 2708, same Section).
The European Parliament's Committee on Budgetary Control voted by twelve votes to two with one abstention on April 15 to adopt the amended report by Eluned Morgan (PES, United Kingdom) on granting discharge in respect of implementation of the 2000 Budget to institutions other than the Commission and the Parliament.
