conical pendulum

(mechanics)
A weight suspended from a cord or light rod and made to rotate in a horizontal circle about a vertical axis with a constant angular velocity.

For larger public clocks, the conical pendulum is at something of a disadvantage, having the clock mechanism, and its faces, in the base.
