In eastern KY, southwest of Ashland; organized Jan 26, 1869 from Lawrence, Morgan, and Carter counties. Name Origin: For John Milton Elliott (1820-79), KY legislator, U.S. representative (1853-59), and justice of the KY Court of Appeals (1876-79). Some claim his father, John Lisle Elliott, a KY legislator
