In east-central ND, southwest of Grand Forks; organized Jan 4, 1873 (prior to statehood) from Pembina County. Name Origin: For either James S. Foster, commissioner of immigration, or possibly his brother, George I. Foster. Both were prominent in Dakota territorial affairs
