Lansing-Ishii Agreement of 1917

 

an American-Japanese agreement concluded on November 2 in the form of an exchange of notes between US secretary of state R. Lansing and K. Ishii, Japan’s representative extraordinary to the USA. Representing a temporary deal between the USA and Japan at China’s expense, it was concluded after the USA entered World War I on the side of the Entente and found itself an ally of Japan. The USA acknowledged “Japan’s special interests in China.” In return Japan recognized the American “open door” doctrine. The Lansing-Ishii agreement was annulled by the USA in 1923.
