Pennington County State's Attorney in 2013.
In January 2016,
Pennington County, South Dakota, began diverting young adults (18 to 25 year olds) charged with non-violent misdemeanors out of the criminal justice system.

West Two Rivers Ranch (Ranch) encompasses almost 22,000 acres and is located in two counties: 19,356.58 acres in Meade County and approximately 2,500 acres in
Pennington County. In 1994 the Meade County property was assessed at a value of $41.25 per acre, while the
Pennington County property was assessed at a value of approximately $85 per acre.
But in the process, they "could literally starve out there unless I can find an agency to buy groceries for them," says Howard Person, educator with the University of Minnesota Extension Service in
Pennington County.
