state terrorism

  1. the form of TERRORISM used by some governments as part of their domestic and foreign policy. For example, in countries like the former Soviet Union, China and fascist Germany, state terror has taken the form of framed show trials, arbitrary arrests and detentions, bannings, massacres, torture and execution of members of political opposition groups.
  2. the financial or ‘moral’ support given by some states to international TERRORIST ORGANIZATIONS.
