After the fall of communism, the arms-exporting countries concluded in the Netherlands the
Wassenaar Arrangement. This agreement replaced the Cocom (Coordinating Committee for Export Controls), the Western world's arms control body during the Cold War.
Despite this, Japan remains committed to supporting India's full membership in the Nuclear Suppliers Group, the Missile Technology Control Regime, the Australia Group and the
Wassenaar Arrangement, a voluntary treaty on export controls for conventional arms trade.
In 2012, Mexico became a member of the
Wassenaar Arrangement, a multilateral export control regime for conventional arms and dual-use goods.

This status allows eCrypt to export and re-export the software under section 742.15(B)(2) of the Export Administration Regulations, and is recognized by the
Wassenaar Arrangement.
