The concept of "privatization" of state and local government operated rehabilitation programs, the emergence of a strong private sector vocational and medical rehabilitation industry and the disability rights movement were concerns addressed by the following Presidents of NRAA: James Stephens (Georgia, 1990); Jack Roper (Oklahoma, 1991); Mary Valentini (Texas, 1992);
William Burnside (Virginia, 1993); and George Melde (Texas, 1994).
