"The historic passage of the
Air Carrier Access Act more than 30 years ago prohibited discrimination against disabled passengers in air travel.
Chapter V, 'Administrative matters,' Section 17 reads: '
Air carriers shall provide customer service representatives who can address common problems such as arranging for meals and hotel rooms for stranded passengers, settling the denied boarding compensation, arranging luggage resolutions, and settling other routine claims or complaints on the spot.'

air carrier Skyways.
Where the preemption provision prohibits state regulation of "an

Further, the GAO recommends that the TSA develop a program based on this information and set deadlines for
air carrier and airport compliance.
