An Internet peering arrangement proposed by SAVVIS Communications Corporation, St. Louis, MO (www.savvis.com) that never came to fruition. In 1998, SAVVIS suggested the development of a private ISP cooperative rather than the private peering negotiated between two parties. See IXP.
