Cold-core lows, as the name suggests, are associated with very cold air aloft: in this case, -10 degrees C at 10,000 feet over the Great Basin region.
One other characteristic of cold-core lows is the winds throughout the middle and upper troposphere tend to wrap" around it instead of flow uniformly from west to east as seen in the winds chart.
