If Atal Bihari Vajpayee's regime could gift Congress with the derisive charge that there was no Opposition - and Indian Express' then Editor-in-Chief Shekhar Gupta was more effective than Congress President Sonia Gandhi - it was partly because Vajpayee's administration never took a
