The TTOE was developed to close the movement
control gap, which was an unintended side effect of the Army's transformation to a modular force.
Although processes are not yet standardized, DON has employed
control gap analysis to identify when a command's process and/or controls differ significantly from suggested controls.
A doctrinal or organizational modification cannot completely alleviate the span of
control gap, particularly with the modular engineer force requirements.
Part of this stream is to make sure that, if we identify a
control gap, management has an action plan in place to address that gap quickly and reduce the risk to what management believes is an acceptable level.
