The committee report described some "bureaucrats" who were "contemptuous of both the Congress and the courts;
disregardful of the rights of the governed; and for lack of sufficient legal control over them, a few develop Messiah complexes." (419) New Dealer Representative Emmanuel Celler of New York filed a dissenting report, saying that it was wrong to adopt a general administrative law measure to deal with the isolated misdeeds of one or two agencies.

Instead of listening the teacher responses like "They do not know", "They are
disregardful", "They haven't learned" or the whimpers like "These are all utopia, here come and do yourself", it is better to explain them the reflective teaching as a counseling action.

disregardful of justice or decency." (55) If Justice Scalia was correct, and only wanton unnecessary pain was prohibited, it would beg the question to characterize all purposefully painful punishment as wanton.
