A nautical mile is equal to one minute of arc of latitude along any meridian.
The answer given for question 3 of the February 2008 IFR quiz says that one minute of arc equals one nautical mile of longitude, but omits the critical words "at the equator." A minute of longitude at any latitude other than that is less than one nm, and becomes vanishingly small at either pole.
