(in England and Wales between 1965 and 1991), the second tier of the HIGHER EDUCATION system (see BINARY SYSTEM). Elsewhere the use of the term is variable, and polytechnic institutions, as in France, may be of a higher status than universities. see also NEW UNIVERSITY.
