Barmy 

a valuable shoulder garment decorated with religious drawings. Prince Ivan Kalita of Moscow was the first to have them in Russia (14th century). They were worn by Byzantine emperors and Russian princes (and by tsars from the middle of the 16th to the beginning of the 18th century) during coronations and ceremonial outings.
