(meteorology)
An arbitrary index, developed by the Canadian Army, to correlate the performance of equipment and personnel in an Arctic winter; it is equal to the sum of the wind speed in miles per hour and the negative of the Fahrenheit temperature; the term is not to be confused with wind chill.
