While consumption taxes are inherently less fair than a progressive tax on income, there are ways to moderate its unfairness, and if a consumption tax were directly linked to a positive social good--such as a VAT that pays for universal health care--the entire package, taken together, would be enormously progressive. A comprehensive debate on tax reform without consideration of some form of generally applicable consumption tax would ignore global trends. Supporters of the container tax know full-well that these fees will be passed through the supply chain until the consumer pays, so it is simply a consumption tax under a false and misleading label. |
