Councilmen

Councilmen 

(Russian, glasnye), members of the city dumas and land assemblies (district and province) in pre-revolutionary Russia.

Councils were introduced into the cities in 1785 by the Charter of the Cities and into the provincial and district zemstvos (elected assemblies) by the Zemstvo Reform of 1864. Only owners of immovable property, entrepreneurs, and merchants took part in the election of councilmen. The working population was denied that right. The councils were abolished after the October Revolution of 1917.

The man who bears the brunt of responsibility for security at the Regional Justice Center says city marshals violated protocol this week when they bypassed public metal detectors and escorted Mayor Oscar Goodman and two city councilmen through a back route to a 17th-floor Nevada Supreme Court hearing.
Voting against the proposal were Councilmen Dennis Zine and Greig Smith.
Councilmen Tom Labonge, Greig Smith and school board member Marguerite LaMotte were among the first incumbents to file for re-election; even-numbered City Council districts and odd-numbered school board seats are up for election.
