merit [′merĀ·ət]
(electronics)
A performance rating that governs the choice of a device for a particular application; it must be qualified to indicate type of rating, as in gain-bandwidth merit or signal-to-noise merit.

At this point, a sense of deservingness slides into greed and self-righteousness, to be nourished through prejudice, stereotype, narrow reasoning, arbitrary distinctions between "us" and "them" and active derogation of those we learn to despise as we pursue the process of suspecting their desert.
However, the actual meaning of policy is conferred by the conditions of deservingness.
I infer that it would be very difficult for sustainable social policy to rest exclusively on either the openhandedness of need-based entitlements or the rigor of conduct-based deservingness.
