Two months after the attack, Representative Maxine Waters (DCA) accused those who would not immediately agree "to federalize those screeners" of "playing with people's lives.
The controversial bill, part of the National Defense Authorization Act, would permit the president to federalize National Guard units in the event of "a serious natural or manmade disaster, accident, or catastrophe that occurs in the United States, its territories and possessions, or Puerto Rico.
The president has the power to federalize the troops and order such a move but has so far asked states to voluntarily cooperate.
