Observations at a fishway designed to prevent carp from entering Cootes Paradise indicated that white perch had been entering Cootes Paradise for several weeks before collection.
When it became clear that these problems could not be solved simply through balancing, many reformers turned with optimism to science and technology, such as fish breeding and fishways around dams, as a solution.
But FERC reversed its position after new studies concluded that installing fishways would do little to help four species of fish and would cost about $10 million - almost double the cost of removing the dam.
