Flag Captain 

in the Russian Navy, a senior officer on the staff of the commander of a fleet or large naval unit who fulfilled the duties of the chief of staff when no chief of staff was provided for in the command staff complement. According to a regulation issued in 1914, the staffs of fleet commanders were to have an operations flag captain and an administrative flag captain.
