But there's quite a difference between an impartial federal bureaucracy extrapolating an educated approximation from its own research, and local officials with obvious political motives fudging the numbers in whatever way they see fit. It seems clear that the mayor is fudging on his promise to build a subway through the Valley in light of fiscal realities. |
