THE PROPOSAL: Increase direct payments to bolster income support for most crops for 2010-12 (cotton boost would be immediate) with no base/yield changes. The study notes that nine out of 10 teenage mothers receive income support payments, predominantly lone parent payments. Also, while other programs provide income support to farmers when market prices fall below the loan rate, sugar policy does not; it is designed to run at no cost to the government by avoiding loan forfeitures. |
