Official 

in Soviet law, a person who functions as a representative of authority. An official may exercise his functions permanently or temporarily, be appointed or elected, and may or may not be paid for his services. The term official, with the same qualifications as above, also applies to persons who hold posts connected with the fulfillment of organizational-executive or administrative-economic duties in state or public institutions, organizations, or enterprises or who fulfill such duties in the aforementioned institutions, organizations, or enterprises by special authorization. (See note to art. 170 of the Criminal Code of the RSFSR.) The concept of official is used in many branches of Soviet law and has an identical meaning in all of them. Officials are the subject of a special section in Soviet criminal law dealing with so-called official crimes.
