55) Dismissing the plaintiff's contentions, the Berklund court concluded that subsection 102(1) of NEPA did not give the Department of Interior the authority to reject lease applications by prospective permittees who have discovered commercially useful coal.
Beginning with spring 2008, these permittees will be able to go to the Commission's website, access their account, and pay the renewal/registration fee with a credit or debit card.
The bill creates a separate non-lapsing fund called the Aquatic Resource Mitigation Fund, allowing DES to receive payments from wetlands permittees and to pay for wetlands creation or restoration, stream restoration, preservation of upland areas adjacent to wetlands and the monitoring and maintenance of these areas.
