| Reagan proclaimed in 1982 that "The march of freedom and democracy will leave Marxism-Leninism on the ash heap of history," and set in motion a major movement that led to the creation of a number of QUANGOs (quasi-nongovernmental organizations) like the National Endowment for Democracy (NED) that worked to build democratic opposition abroad. Whereas in years gone by, a child's schooling tended to be determined by the education authority governing in its locality (somewhat equivalent to state autonomy in the US), everything now is being increasingly dominated by regulation from the Department of Education and Employment in London and by such quangos as OFSTED (the Office for Standards in Education) along with a national inspectorate. And myriad NGOS, QUANGOs (quasi-NGOs), and private and public foundations have flooded the region with the intention of "building civil society" - an honorable enough goal, but a distraction in terms of attention and resources from the higher-level battles that still have to be fought and won. |
