The Post story reported that "shortly before recessing late Friday, the House and Senate gave the Bush administration leeway to distribute the money to a combination of projects--not just the physical barrier along the southern border.

But minutes later, the Senate then shut down - recessing a day earlier than planned - leaving the project stalled for four months until the Senate resumed last week and passed it Monday as the first bill of the new year.
